Lawyer (admitted attorney): degree recognition in Germany
🔴 Without recognition you may not work in this profession.
This profession is regulated: access is decided not by an employer but by a competent authority — the one in your federal state. The yardstick is § 9 BQFG: your qualification counts as equivalent if there are no substantial differences from the German training.
This is the hardest answer in the whole topic, and it is written into the law itself: § 4 BRAO ends with the sentence "the Professional Qualifications Assessment Act does not apply". For admission to the bar there is therefore no recognition procedure at all. Admission goes to those with the qualification for judicial office — the German state examinations — or through the EuRAG routes for European lawyers.

What to do
- From a third country: a foreign law degree does not lead to admission. The route to the German bar runs through German study and both state examinations.
- From the EU with a bar admission there: via EuRAG — integration after three years of practice in German law, or an aptitude test.
- Working in the German legal market without admission: as in-house counsel, in a legal department, in compliance, as an adviser — there your degree is a mark of quality, not an admission problem.
- Legal services for third parties are the red line: they require permission under the Legal Services Act, however well you know foreign law.
Where people get stuck
Many invest months in a statement of comparability assuming it opens the legal profession. It does not — for admission it is irrelevant. It is valuable for everything alongside: in-house counsel, international firms, advice on the law of your home country.
If you still need to immigrate
For a visa or the Blue Card a recognised or comparable higher-education degree is enough (§ 18 (3) no. 2 AufenthG) — in practice anabin H+ or a ZAB statement. For the Blue Card the ZAB issues the statement in two weeks instead of three months.

Can I have my law degree recognised?
Not for bar admission — § 4 BRAO expressly excludes the BQFG. You can still obtain a ZAB statement: it evidences the level of your degree to employers and authorities, just not to the bar association.
May I advise on the law of my home country?
For that the Legal Services Act provides a separate registration as a legal adviser in foreign law. It is a different and considerably narrower route than bar admission — and for many the realistic one.
What can I do with my degree right away?
Work in companies and associations: contract management, compliance, data protection, international departments. None of that is regulated, and knowledge of foreign law is an advantage there, not an obstacle.
