Engineer: degree recognition in Germany

The work itself is free — you may work as an engineer without asking anyone. What is protected is the job title: to use it you need approval from the Chamber of Engineers of your federal state.
Engineer is the most misunderstood case. The profession is not regulated — the work is open to you without anyone having to recognise your degree. What is protected is only the job title: to call yourself an engineer you need approval from the Chamber of Engineers of your federal state under that state’s Engineers Act.

What to do
- For the job: apply for nothing. You may work as a development engineer, project engineer or designer from the day an employer hires you.
- For the title: apply to the Chamber of Engineers of the state where you live or work.
- For a visa or Blue Card the degree counts, not the title: check your university in anabin. If it shows H+, that is usually enough. If it is missing, a ZAB statement for €208 helps.
- The right to submit building applications is a third thing again: it requires entry in the corresponding chamber list — a separate hurdle, not the same as the title.
Where people get stuck
Two mistakes cost the most time here. First: waiting months for a recognition this profession does not need, instead of applying for jobs. Second: calling yourself an engineer in your CV before the chamber has approved it — the title is protected, and the approval is faster than its reputation suggests.
If you still need to immigrate
For a visa or the Blue Card a recognised or comparable higher-education degree is enough (§ 18 (3) no. 2 AufenthG) — in practice anabin H+ or a ZAB statement. For the Blue Card the ZAB issues the statement in two weeks instead of three months.

If the profession is free, why do I need the chamber at all?
Only for the name. The state Engineers Acts protect the job title, not the activity. You do not need the chamber for the work — you do for the business card.
My employer demands recognition of my degree — is that lawful?
It is their wish, not a legal duty. An anabin printout showing H+ or a ZAB statement meets that need faster and cheaper than a procedure that does not exist for non-regulated professions.
I am over 45 and have an offer — what should I watch?
The salary. § 18 (2) no. 5 AufenthG requires, for a first permit under § 18a or § 18b after the age of 45, at least 55 per cent of the annual contribution assessment ceiling of the general pension insurance — unless you prove adequate pension provision. This threshold decides visas more often than any question about the diploma.
