Is it an entitlement or discretionary?

Discretionary. The law permits funding of vocational training where conditions are met but does not oblige the agency to issue a voucher. That is exactly why the reasoning matters more than the form.

Who typically receives a voucher?

Above all those with poor prospects without retraining: the unemployed, those facing likely redundancy, and people without a qualification recognised in Germany. For migrants that last group is particularly relevant.

Should I find a course first?

No, and this is a common mistake. Counselling and the voucher decision come first, choosing a provider second. A contract signed before the voucher is issued is generally not reimbursed retrospectively.

Are only long programmes funded?

No — short courses with a recognised certificate are supported, as is full retraining into an occupation over a couple of years. The format follows the employment goal rather than the wish to study.
