Should I insure the car before or after the Vollabnahme?

After. If the inspection fails or modifications are needed, you'd have a policy for an unregistered vehicle. Once the Einzelgenehmigung is issued, take out the policy immediately.

What if the insurer can't find my car model?

Use a specialist insurer for import vehicles, or contact a local insurance broker (Versicherungsmakler). With the Einzelgenehmigung § 21 and Datenblatt, you have all the technical data insurers need.
